The original line of defence was not proposed as a temporary measure, but as the best adapted to the object in view, and so it would unquestionably have remained if the Colonial Authorities had not granted leases without the necessary stipulations as to non-erection of buildings. It was simply in order to help the Colonial Authorities out of a difficulty, in which they had placed themselves, that the Secretary of State consented to adopt a line of defence distinctly inferior to that first contemplated.
Lord Lansdowne however as already stated is not desirous of continuing the controversy, and will not therefore further insist on the valuation of the War Office rights over the lands in question, on the understanding that such ground on the outer line of defence now proposed as may be required, shall be surrendered to the War Department without a record being made of its value.
